Just a noob question about(PSN registration)

Hi, :)I live here in Philippines and I'm planning to create a PSN account which is unfortunately not supported by PSN yet. So I'm planning to use the nearest country in the Philippines( like hongkong since my PS3 is Asian Version)

My question is I have a brother in Dubai and his planning to give me a PSN card through his account( That's why I'm planning to create a PSN account so that he would be able to pass on the card to me.) Can I use the PSN card that he would give to me to buy PS3 games in the PSN?
