purchased dlc and online pass

i have online pass on tekken tag 2 that came with my original copy then cant activate it, it seems that it corrupts it and doesnt install if i try to download and install it. i also did the same for skate 3 i bought a dlc and it still wont work, it installs then disappears,

im on cfw 4.21, is there any way to play purchased DLCs on a 4.21 cfw? i dont want my money to go to waste :(
