urgent psn help

hey guys i stay in india so before psn was not launched in india so i had made a us account and city as newyork

so as to date psn made a indian store so i decided to give it a try so i made another account with indian details but guess what the indian store sucks the rates are expensive and the content is to low
there is no counter strike go available on the psn store ,there are only like 30 full game trials of old games,discounts very less,

inidan account - only 30% of us account

so i called the indian support thay said they dunoo any thing and cant say what is or will be available on the psn store so i asked can i use a us account and download stuff using my indian debit card he said no u cant

so all i want to ask is that can i use my indian debit card on the us account and charged the exact amount in dollers and yesi have a international debit card

as today 1 dollor is 55 rs
so will i be charged normal or tAx and stuff will happen and screw me ?

even the rates are high on indian psn fr eg batman arkham city is 1800rs
and on us it is 30$ = 1650
