GTA IV Language Issue

So I downloaded the BLES version of GTA IV but it loads up in Russian (or Greek, not sure). The voice over is in English but that's it. I tried changing the language in the game settings but it freezes directly after changing the language once, so I can't even check if English is available. I can change it to Italian or French but it just freezes if I attempt to change it again.

So is there a way to change it to english or do I have to download the BLUS version?
